On the West Coast a farmer still drives into town with a memory stick because the signal dies before the invoice can leave the farm. In the Northern Cape a clinic sister still writes patient notes by hand and waits for the next trip to the nearest town with working data. The technology that could change both realities is already moving into South Africa — just not through the door everyone expected.
Amazon Leo, the low-Earth orbit network formerly known as Project Kuiper, has chosen a different route. In July 2026 it signed a distribution agreement with Herotel, South Africa’s largest fixed internet provider and a Maziv company. The service will be sold under the brand “evry” and is scheduled for commercial launch in 2027. Herotel will hold the electronic communications licences. Amazon will supply the satellites and the terminals. The structure means Amazon does not need to meet the 30 percent historically disadvantaged ownership rule that still blocks other operators.

Herotel already serves more than 350 000 customers across 550 towns and runs 120 local offices. That footprint gives the new service something Starlink has never had in this country: an existing installation and support network that can reach farms, small towns and clinics from day one. Customers will connect through compact Amazon Leo antennas — the Nano and Pro models — with no need for fibre trenches or fixed-wireless towers at the premises. Registration is already open.
This week the Independent Communications Authority of South Africa held public hearings on proposed changes to satellite spectrum fees and licensing rules. Amazon Leo appeared and asked the regulator to rethink how it prices spectrum, warning that high fees could affect the affordability of the service before the 2027 launch. SpaceX also took a seat in the same room and made technical requests about gateway fees, blanket licensing for terminal fleets, and longer licence terms. Both operators spoke about practical details. Only one of them can already move forward under the current rules.

The difference is structural, not technical. Amazon found a local partner that already holds the necessary licences. SpaceX has so far refused to sell a controlling stake and has not filed a formal licence application under the existing ownership requirement. Minister Solly Malatsi has said different regulatory models can work for different operators and that the law must be applied equally. The Amazon-Herotel deal shows one model that already works. The other remains closed.
For rural clinics and schools the distinction is not academic. Capacity already orbits overhead. One route is open and timed for 2027. The other remains locked by a statutory ownership rule written for a different era of telecommunications. The same gap affects clinics that still wait for reliable data.
West Coast and Northern Cape communities do not need another round of process language. They need a signal that reaches the farmhouse and the consulting room. Amazon Leo, through Herotel, has chosen a path that gets it there. Whether the second major operator will be given a workable route remains a decision that still sits with Parliament and the regulator.
